Formally called the "Final Act Embodying the Results of the Uruguay Round of Multilateral Trade Negotiations", the Final Act is the legal document containing the texts of all provisions agreed upon during the UR. The signing and adoption of the Final Act initiate the transition from the GATT to the WTO.
