Russian statesman, born of a distinguished family; entered the diplomatic service in connection with the Russian embassies at Berlin, Stockholm, The Hague, and Paris, and became Minister to Denmark in 1893; in 1897 he was appointed Minister for Foreign Affairs in succession to Lobanoff; born 1845.
